I'm looking for a cheap Windows VPS $15/month. Need over 40 gbs of SSD, host 3 websites, cPanel, Plesk or Vesta installed. Any reviews please? Hosting recommendations? Thanks.

Can you help me with finding perfect EU VPS?
I`m looking for vps: 2 cores, 4 GB RAM, 10-50 GB SSD, 1 gbps netowrk port, best if unlimited bandwidth. Price: about 25$ per month. I want to host a website which will allow to view movies and tv shows online. I will upload video file at server. Any reviews please? Does anyone know such a hosting provider?

Go to a few hosting review sites and read what people have said, there is a high chance that a host has written positive things about himself so you are looking for negative reviews because those will tell you the truth.
