Can any body tell which is the best CPM network or top CPM networks all over the internet??

The best CPM network according to me is Tribal Fusion, but the negative point to this network is that you need a huge amount of visitors to get approved,,atleast 50,000 unique visitors. But there are some alternatives to it which requires low unique visitors then Tribal Fusion to get accepted it also such as :

The CPM network that i can recommend is Adversal. It has high paying rates and requires much less UV to get accepted.
