check url have a canonical issues and fix it.
Check your robots.txt with "google webmaster tools robots.txt testing tool".
Now go to the blocked URL and right click on the loaded page and select "View Page Source" then press Ctrl+F and search for: NAME="ROBOTS" or ROBOTS.
Make sure you don't have some like this:
