Sandbox effect is a phase where you have submitted your site or a page of site which is updated to the google's directory through google webmasters tool but it hasn't been ranked yet or you can say that it has not appeared in the SERP's. Some webmasters may also say that your site has been crawled by google bots but not indexed yet.
