Which software works best for sending small list?

Aweber, Constant Contact, Mailchimp these works great for small list. But there is a problem sometimes services like this doesn't want to let you import all the emails, they want the subscribers to subscribe again under their services. Mailchimp was free and a good one, but many marketers are leaving it because they won't import any lists.
