Having 3,000 backlinks doesn't necessarily mean Google will discover or report all 3,000 of them.
Some linking pages may not be indexed, some may be difficult for Googlebot to access, and others may contain duplicate or low-value content. Also, Google Search Console doesn't necessarily display a complete list of every backlink Google knows about.
I would check whether the referring pages are publicly accessible, whether their links are present in the rendered HTML, and whether those pages can be indexed.
Rather than focusing on getting every backlink reported, I think it's more useful to monitor referral traffic, organic visibility, and the quality of the referring websites.
