If you want to start blogging without spending money, then there are 2 best option available.
First is blogspot.com where you can start your own blog. all you need is a Google account or email I'd.
Second is WordPress.com, create a account with WordPress and start blogging.
Both are free. And you don't need to buy domain or hosting for that.
Once you got success with your blog, then you can decide to buy your own domain &hosting. The option is also available with both blogspot or WordPress.
Wordpress is good for blogging , easier to use and blog friendly.
