Does a small blog need https? I have heard that it effects a site's SEO.

Not necessarily. If your blogs doesn't do any kind of money related transactions through it then I don't think its needed.

We don't have money transaction page but we do have a donation page. People can donate through paypal.

Do it correctly. And double check it after adding it. Otherwise you might loose traffic.
