I would prefer CPC instead on CPM because CPC will work better than CPM for most of the business.

CPM or cost per thousand impressions aka. .The reason is that ads can perform better than Facebook's recommended CPM and CPC bid rates. The only way to maximize your performance beyond a stated bid rate and figure out the lowest possible bid is to run on a CPM basis.

You should try both, see which one produces the lowest conversion costs.
In fact you need to run multiple ads (different creatives, targeting) and optimize for conversion (whatever that means for your business).
If you are driving app downloads, try a CPA (cost per acquisition) model as well.

Typically you'd want to try CPM until you've got your CPC campaign optimized so you can get the most out of it for a lower buck.So first get a good CPC campaign.
Going directly to CPM can be very costly if you are still struggling to find the market fit ad and ad-targeting-wise.
