ESP without any limitations

Currently we are using Mailchimp. And they have many restrictions including to whom we are emailing or not. So, are there any ESP that have no limitations or restrictions?

There always will be restrictions. Every ESP has some. But that doesn't mean you can't email your list. Marketers always buy cold lists or single opt-in leads all the time and they tend to work out perfectly.

What kind of list are you talking about? It depends on the list that the ESP will or will not approve.
