In my opinion if you are looking for premium mobile traffic then try Airpush apart from Google's admob its the best in the market.

Have you tried Propeller Ads? Its also a very well option for buying Mobile traffic.

As per my opinion don't buy mobile traffic. Might be it is fake, create a responsive website and promote it forcefully.
