I dont think so, Google just providing best results to users. And everyone want right results on keywords. If SEO going white hat, I don't think so It will affect on search industries.

That is how Google ranks content these days. They steered away from the sole-Link-counting way of ranking.
But that doesn't mean that links don't carry value.
Now Links matter more than ever as more content is being published. And sure, there are other ways like topical relevancy.
But the link would matter in a significant way for a long time.
