Can review exchanges work for apps?

Say, I review 10 apps and the respective app owner's of those apps review's my app. Can this work to rank high in Google play store?

Honestly, I have thought about it. But never tried it. Sure you can give it try but direct reviewing might not work you must use them as in circle or wheel formation.

Now-a-days these tricks don't help much. Google Pay Store implements many algorithms that can detect these things.

It works for short term basis. For long term solution you will need something more legit and firm.
