If I 301 redirect to a new site will it hurt the rankings of the old site?

All the link juice from the old site will be drained to the new one. And the new site will ranking accordingly. Your old site's ranking will fall once you have completed the 301 redirect because for those pages which your old site was ranking, now on those spots your new site will rank.

Instead of your old site, your new site will get ranked. And isn't that whole point? Of doing a 301 redirect.

Yes because under the 301 redirect you are permanently remolding your URL of the website and backlinks. So until we repair all the backlinks the ranking to be restored to the formal position or better position is normally hard.

No it doesn't hurt. 301 redirect is the most efficient and Search Engine Friendly method for webpage redirection. It's not that hard to implement and it should preserve your search engine rankings for that particular page. If you have to change file names or move pages around, it's the safest option. The code "301" is interpreted as "moved permanently".
