Does the social signals can effect the Bing SERP?

Yeah, they put the social signals into account when it comes to search rankings.
As in case of twitter, Bing considers the fact that who is tweeting (the authority of that person actually). This may be considered taking various facts into count such as following to follower ratio, or if the person is a highly reputable figure such as the US President etc.
This is whereas not as same as in the case of facebook but still Bing considers the number of shares, popularity etc. And also bing only considers the urls which are marked 'public or for everyone' in facebook.

They considers the shares from authority accounts and also the popularity of the share.

I don't know exactly but shares from authority account get counted I think.
