See for yourself that they know what they are doing. Check their previous works. How are their previous designed apps. You will know enough by seeing those.

1. Look for a developer interested in your business, not just the development.
2. Assess their portfolio.
3. Check client references.
4. Think of the whole package, not just the coding.
5. Make design a top priority.

Actually referring someone isn't going to work here. Because we might refer you to someone but the hired person has to fit according to your demands.
