Forum promotion or Forum SEO which should one new admin prefer? When starting a new forum.

Starting a new forum is not a easy one as starting a new blog. Efforts is needed to be given in each and every field. Forum SEO is hard compared to forum promotion so most admins tends to go to forum promotion. If you ask me I think 6:4 ratio is good. 60% for forum promotion and 40% for forum SEO.
