I am seeing offers which says around $15-25 for targeted thousand members.

It depends on what you intend to do with the group.
If it's for outreach then yes ofcourse you can hire services to gain members and do some outreaching. Otherwise, they will be a waste of money.
Closed chats groups are good and people usually join when they personally know each other. If not then know for sure that they are not much of a targeted audience.

Maybe you should try them. Yes they are not 100% targeted. But they can get the job done.
