Post exchange does not directly brings you members but it doing it you can attract new visitors to be members. As for example your forum will not look empty when they come to visit your site.

Post exchange is good if you can gather quality posts which helps to the community and your entire niche. Otherwise, if you get random irrelevant posts then it won't attract any visitors.

Post exchange is not enough but a suspicious activity. It will need to establish the forum site with other related forums by engaging with the members along with quality posting.
