What you can do is build a quality blog, get some traffic and people shall come to you.

Well, it is not that difficult. I think you should post an add on any ad publishing site like OLX and provide your description and requirement in that. The potential writer will contact you for writing job.

Haven't you heard about 'Upwork'. Its the best place to hire. And also no one will intend to write willingly if your blog isn't much popular, so work on that first.

If you have a quality blog with decent amount of traffic then its more likely that people will come to you. That they want their content to be published in your blog.
