As per my personal experience, you have to set up an account with required details. Don't be late for that. If you take more time, your account may be suspended. This is the first step to give a long life to account.
You need to do simple tweet without any promotion for a few days. Don't start promoting directly after creating an account. After a week, you can start following others. People will also follow you after a few days.
