In short, yes. There are many different places to build links that are going to be more valuable in the future. Most article submission services are being scrutinized, as they are more or less spam-ridden. The point it, it is much more fruitful to pursue one or two high quality links then hundreds of low quality links because PR and moz authority are built on a logarithmic scale.
