Its impossible. Unles you got something out of the world unique and also trending at fast rate. And by fast rate I mean can get and shared in millions within a couple of minutes.

Firstly it is difficult!
But, if you have the latest news on any topic that is not shared, then it can be visible as per date and time.

Shared or not doesn't matter. A simple local news channel of Seattle is reporting it doesn't mean that Fox News or CNN cannot share or report it.
The potential of the page will determine whether it will get ranked or not. The local news channel may report it first but when CNN will report it, Google will definitely show CNN on the top.
