Is Google penalizing mobile sites which have low loading speed?

Is Google penalizing mobile sites which have low loading speed? is it really happening I am seeing a lot of discussions about this  on the internet recently.

From what source are you getting that information can you elaborate?

And to OP I say that it surely looks that way. But I highly doubt it because a few milli seconds back and forth cannot be responsible (or shouldn'e be) for a page's rank atleast not by me.

Agreed. And couldn't agree more. Why would some mili seconds effect rankings? It makes no sense at all. Many site's have pages which loads in actual seconds.

Site speed impacts User experience but doesn't relate to google penalizing the site.

Agree, never heard that site is penalized due to speed.
