Is it safe for non-eCommerce sites to use cookies?

I mean to track the clients. And what not's about their taste and interest.

The reason I am asking this because recently I encountered with some marketers who were complaining about these cookie practices.

Many sites uses them. So, that's not the issue. The problem is that many sites uses them very aggressively and don't even think about user experience.
