In order to get sign ups and sales which is better facebook sponsored ads or google adwords? Considering the fact the clients field is universal.

Both are good in their own ways. You will just have to decide that where your customers are more willing to take actions whether it is on facebook or somewhere else.

In order to get sign ups I think Google adwords is more effective than facebook ads. As through it users can be targeted very specifically.

It depends what category of business you are giving if you belong to a e-commerce business then Facebook would be the better option, Facebook ads are mainly used out for e-commerce. And if your providing some it services like hosting to websites and web development. Then google ads would be more preferable.
